Introduction

India and Bhutan have a long-standing friendly relationship, based on mutual trust, cooperation and shared interests. The two countries recently signed a Memorandum of Understanding (MoU) to further strengthen cooperation in agriculture and allied sectors. “The MoU was signed on August 28, 2025 at Thimpu between Devesh Chaturvedi, Secretary, Agriculture, Government of India and Thinley Namgyal, Secretary, Ministry of Agriculture and Livestock (MoAL), Government of Bhutan to further strengthen cooperation in agriculture and allied sectors”.

Significance of MoU

The MoU provides a comprehensive framework for cooperation in agriculture and allied sectors between the two countries. It covers the following areas:

 

1. Agricultural Research and Innovation - The two countries will cooperate to enhance agricultural productivity and quality through innovative technologies and research.

 

2. Livestock Health and Production - Joint efforts will be made for livestock breed improvement, disease control and production enhancement.

 

3. Post-harvest Management - Technical support and innovations will be shared to improve post-harvest storage, transportation and processing.

 

4. Value Chain Development - Collaboration to strengthen the supply chain of agricultural products and ensure better value for farmers.

Joint Technical Working Group (JTWG)

 

For the implementation of the MoU, the two countries formed a Joint Technical Working Group (JTWG). The first meeting of this group discussed key areas of cooperation, which include:

 

- Agriculture - Exchange of modern farming techniques.

 

- Livestock - Improving animal health and productivity.

 

- Agricultural marketing and cooperatives - Empowering farmers through cooperatives.

 

- Food processing - Enhancing quality and market access of food products.

Agricultural status and prospects of Bhutan

 

Agriculture is a significant contributor to Bhutan's economy, with rice, maize, potatoes, and fruits such as apples being the major crops. However, Bhutan faces several challenges, such as limited technical resources, lack of market access, and the impact of climate change. India, which is a leader in agricultural technology and research, can prove to be an important partner for Bhutan. This agreement will help empower small and medium farmers of Bhutan, increase their incomes and ensure food security.
